Framework pages displayed improperly after patch 14069503

We are in the process of upgrading an r12.1 instance to ATG RUP3 and 11gR2. 
One of the patches applied has changed the fonts and backgrounds on the framework pages. 

We followed below note trying to correct the issue but no change.
