iProcurement - Default Deliver To location based on the item category

 Hi All, 
I have a couple of new business requirements for enhancements in iProcurement, I have not found any reference material and thought to open the discussion up in case someone has had similar requirements:

  1. Has anyone worked on defaulting the Deliver-To location (Checkout: Requisition Information page) from the item category rather than the user or the users preferences?
  2. Similar to the "express receipt function" is there a option or manner in which we can create the same function in iProcurement for N-Cat/smart form purchases, specifically in this case we would like to remove the "Shopping cart page" by clicking an express checkout button (explanation in attached document)?
