Performance Issue on Resources Page (PC_PRL) Load

Whenever there are more Resources (>200) on a Project then Resources Page (PC_PRL) takes long time to Load. Sometimes it gets timed out also.
I am facing a strange issue, on first time loading the page for a project with say 500 resources, page gets timed out. If i log in again on the same page and put the same project, page will load in less than a minute. Also I f I change project with some other project with say 700 resources, page will load within a minute.

Is this related to Browser cache or something else.
