Enforcing Progress Reporter Timesheet Entry

We are implementing progress reporter for an ERP division of about 100 people. The requirements dictate that we turn auto-submission on so there is no approval process for the progress reporter timesheet once filled out. Has anyone determined a good method for checking to see that all resources have entered time on their timesheet for a given week? There are no delivered reports within the Primavera client that would allow for this and I am unable to create one using report wizard since most of the subject categories do not contain all the fields needed to review actuals for all
