Bulk Orders in status "Partially Complete" Step "Build User Assets" returns 0 Assets

Dear Siebel experts,
Hopefully you can help us with following issue.  Our Bulk orders fails with status "Partially complete" when we are doing modification order. The exception is:
    
 <Message>CRM-BR-017: Product Name 'Tarif xx Plan ' configured in Bulk Request Actions does not match Asset with Primary Atrribute Value '29xxxxxx9' defined in Bulk Request Instances for Account Number '10xxxxxx57'. Please reconfigure Actions for Bulk Request Action Set '1-xxx5'.</Message>

During our investigation we found, that  proces ends at step "Build User Assets" in WF "ABO Bulk Request - Modify Sub-Process Workflow".   As per known issue with Bulk orders documented in (
