Internet Expenses: Securing attribute

 I'm working in a builder company where workers come and go everyday. They do not have user for EBS so when they have to make expense reports, the organization accountant make them; so each time that new workers enter to the company, we have to create users for these people and assign they securing attribute. Even if they do not create their own expense reports.

We want to know if there is another way to associate securing attribute to the new people, because we can not create a lot of users; maybe there is a way in HR forms to associate securing attributes to employees.
