MRP flag to be unchecked on unimplemented ECOs

I have a issue so would like to take your inputs on it. We have more than 500 unimplemented ECOs with MRP flag check marked.So I believe
A) ASCP will plan for these materials and resources from their effective dates, am I right?
But Business doesnot want the ASCP to plan for any material that are on umimplemeneted ECOs. So next step would be manually unchecking the MRP flag on any unimplemented ECOs but it will take hours to do for so many ECOs, so can you suggest some setup change/control that will stop ASCP from planning the materials on unimplemented ECOs.
