ISO 3166 Latest Comprehensive Values

Can someone please advise me of the latest patch to ensure we are using the latest FND_TERRITORIES in R12.1.3

I notice that South Sudan has been added to the ISO standard via Patch: 12945067  however does applying this update the full ISO 3166 values or simply SOUTH SUDAN? Its not clear.
