Patching is not working in OEM12c.

I am trying to push the patches to one of my Dev Environment though OEM12c and I am not able to get it to work......I created a plan and I am not able to pass through that phase... it kept on saying Issues remain.The errors I come across is Release FMW Control 11.1.1.6.0 is not supported for conflict check. Any Ideas?
