Auto-populate Based on Rule field with a specific rule name everytime on Pick Release Form

Hi,

We have a requirement where in the client wants the value of the field "Based On Rule" field on the Pick Release form to be auto-populated with a specific rule name every time the Pick Release form is opened. Would appreciate any inputs from the group that will help me achieve this.
