Make recurring invoices not require a receipt

What's the best way to make recurring invoices pay incrementally without requiring a receipt?  For example, setting up a recurring invoice to pay $10 /month for 12 months.  If it's tied to a $120 PO.  We don't want the requestor to have to receive a portion every month.  Do we need to make the PO 2 way match? Is there any other suggestion?
