License for Project Billing implementation

Hi All,
We have implemented Oracle Projects for the business.
Project Costing is being currently used for the business with full effect.

We are willing to enable Project Billing on the same scale as Project Costing.

Question is, do we require any additional licenses to enable Project Billing in the current system, or the available licenses with PA and Costing will suffice the implementation of Project Billing as well?

Business wants to be sure, before proceeding ahead.
