Generate database Is in Queued State

Hi,   While crating a job  for Generate database, the job remain in queue state.

I have checked all the componets related to Siebel remove are online.
Also Transaction Logging also enabled.
SRBroker and SRProc are running.Followed steps mentioned in Oracle support.
There is no Task number against this job also.
I am not getting why this remain in qued state.
Any suggestion?
