SEPA UDC H96P/ET Tagging 'SEPA'

Hello,

For setting up SEPA we understand that we can use the special instructiions on the ESU's to activate localisation.

As an example on JJ 18285  we some special instructions for Enabling Localisation. See below

Question: Who adds SEPA into H96P/ET?  Are we simlpy adding in the values as desired?

I can see in other ESUs that there are specific instrcutions provided when new values have to exist in UDC tables and instructions on when to add these values  into a UDC table. For localistions it juts says that

15. All the countries listed in the table below ("Type"    
column) shall exist in UDC H96P/ET.
