Communicating with OTM WSDLs.

I am trying to use the OTM supplied WSDLs and am running into difficulties while testing them.
I would like to test WSDL called IntXmlService with an RIQ request and RIQ response.

I've downloaded and install JDEVELOPER IDE and the OTM Integration manual has suggested.  Within this tool, I used HTTP Analyzer and I am able to duplicate the images of the XML shown in this manual.  However, I am at a loss as to how to send XML to the WSDL.

I tried to figure out how to JDEVELOPER IDE to perform this communication, but I was not able to get it work.
