How do you modify the Actions menu in Order Management

Need to understand how to modify the Actions menus so the options and naming are the same whether the users use Sales Orders or Quick Orders.  I know how to exclude certain functions from the ONT_SUPER_USER menu at the responsibility - but how do I modify the Actions functions to be named consistently and disable certain ones in Quick Orders that may be different at a responsibilty level? 

I have had an SR open, but I am not getting any answers.  Anyone out there had to deal with this before?
