Is below method workable in restricting user to run program for temporary time ?

Hi, I have this idea on my mind....can work ?

1. Create 2 different roles  Eg, RoleStopP4101  and RoleRunP4101
2. Then use P00950 security workbench to create application security - allow P4101 into RoleRunP4101 
stop P4101 into RoleStopP4101 

3. From the 2 roles created above, you assigned the specific user into one of the roles so that you can have an option to allow or not allow the user to run the program

FYI, role would override the *public and user in security workbench.
