11i Performancing Tuning

Hello,

We have application 11.5.9 and database 9.2.0.3 running on RHEL2.1 AS. From 6 months application become slow for sometimes and when open invoice and enter one line it will take 5 mintes to match the invoices, users are facing difficult do work. As apps dba i want know the root cause of the problem of application and database. I want to do the performance tuning for database and application. Can you please help where i have to start the tuning. Appreciate if anybody help.
