How to use dependent value sets

Hi,

We need to define Accounting Keyflex field with 5 segments, here value set need to be use as dependent but I am not able to use dependent value set for other value set.

1. SEGMENT1 - Independent

2. SEGMENT - 2 - DEPENDENT ( from SEGMENT1)

3. SEGMENT - 3 - DEPENDENT ( need to be use SEGMENT2 but not able to use due to Intended functionality)

4. SEGMENT - 4 - DEPENDENT ( need to be use ESGMENT3)

5. SEGMENT - 5 - DEPENDENT ( need to be use ESGMENT4)

How to achieve above functionality.

However using dependent values is not suggestible by Oracle even though need to deploy this requirement
