Siebel CRM Licence Issue

Dear Members
We have licensing based on application users of Siebel CRM 8.2.2 
Can you please confirm whether the application users would be defined by just counting the records of employee BC or will it be the employees who can actually login to CRM (who have valid position, responsibility etc). 
A quick response will be highly appreciated.
