Work Order Status Defaulting to 20 'Approved' when saved, regardless of status entered upon creation

When creating a maintenance work order (using the P13700 or P48022 application) regardless of the WO Status entered by user at creation, the WO status automatically changes to status '20' (Approved) when saved. What controls this? Is there any way to make the entered status stay upon saving? (For example, enter status '50' (Work in Process), at creation and then when saving it, it stay as same)
