PeopleSofe Financial 9.1--Grants Module Related--Department Code Effective Date Issue

 When user created a proposal in Grants Module, a department code with effective date later than the proposal start date was used. The result is that proposal is not able to pull out via the maintain proposal interface. Have tried change the department code effective date to a earlier date, but still not see the proposal in maintain proposal.  Wonder if anyone else encounter this issue.

Maybe ORACLE can fix this.  It is better that if the effective data of a department is changed, then the restriction reflected in date change is carried to the involved pages. OR the restriction of date priority can be applied more strictly, thus if a proposal start date is set earlier than a department  effective date, the system should not allow the user to save before make a change of the dates.
