Autoinvoice Interface line tax error

A few days ago all Autoinvoice Interface lines for orders to customers in our local state began to fail with the error "Please complete your tax accounting flexfield".  No one in A/R or Finance group is aware of any recent changes made to tax settings in Oracle.  
The only event that may have impact is Oracle's 2013 1099 patch was applied over the weekend.

There appear to be many possible reasons for this error to occur.  
Does anyone know of a fix or a tip on how to focus the troubleshooting?
