After ATP Data Collection net change, Item Supply/Demand shows scheduled supply but ATP does not

We just upgraded from 11i to 12.1.3.  

Scenario:

Enter customer sales order in one of our regional operating units, get infinite supply

Internal replenishment process runs (min/max, req import)

Internal Sales Order gets scheduled in supplying org

ATP Data Collection net change runs

Item Supply/Demand in requesting org then shows correct availability based on ship date/transit time/post processing lead time 

Go back to sales order and ATP still showing infinite supply

This is not happening on all sales order lines that get infinite supply, but several times a day.  Sometimes when it happens, the next day (after complete refresh has run, may or may not be relevant) ATP shows the new date, other times it still does not and we have to override the schedule ship date on the customer sales order.
