Can I safely apply Patch 8869202 where in my case "I upgraded to database 11.2.03 not 11.1.0.7"

Dear All,
Note 983663.1 states that
-cause of the problem :
After upgrading database from 10.2.0.4 to 11.1.0.7,view PO_MANUAL_MODIFIERS_V remained invalid.
-solution: apply  Patch 8869202

My question
--------------
Can I safely apply this solution in my case "I upgraded to database 11.2.03 not 11.1.0.7"
