In process report sever not starting

 Hi,
I am using oracle reports version 11.1.1.7. In my server the in process report server is taking lot of time to start and even then also it is not working.

I have made many changes like upgrading the memory in setdomain.env but of no luck. It is having a lot of impact to me. Please help me on this.
