Memory Configuration for Oracle database container

We are configuring a container for Oracle databases that will have multiple unix accounts to hold the different installs of Oracle. 

 

We are wondering how the /etc/project file should be set up to configure the memory allocation? 

 

Should we have it set up so that each user can use all the memory or should it be configured to limit each user to what it needs and how much to we allow left over for the OS and other processes?  Is there a general rule or practice that we can follow to set certain amounts or percentages for database and OS?
