oracle.exe CPU usage discrepancy

How is this possible?

Oracle 11.2.0.3 (x64) on Windows 2008 R2 (x64)
 
See attached file for details.

Oracle executable is consistently consuming 50% of CPU on host yet from Oracle's perspective the CPU usage is attributed to the host and not the database.

I'm perplexed.
