Error Deploying ASAP Cartridges: Unable to find Cartridge adapter

When trying to deploy a cartridge in Design Studio, an error was appearing:
Tue Jan 07 13:38:29 COT 2014 Deploy failed for cartridge ZTE_Activation_Network: Unable to find Cartridge adapter, make sure adapter application is deployed and active for Activation

What could be the cause?
