Oracle EBS r12.1 installation Problem

in EBS Customizations (MOSC) Question
 Hi Everyone
I have two servers IBM power 7 brand new
OS AIX 6.1
I'm trying to install Oracle E-Business suite Vision on them
I successfully finished the installation and everything looked fine, until I tried to start Enterprise manager on the Database Tier using command $ emctl start dbconsole
and it returned an Error   db/tech_st/11.1.0/bin/emctl[376]: /data1/R12/ab/apps/XB9R1211/db/tech_st/11.1.0/perl/bin/perl:  not found.
and I have been stuck with this for the last 3 days !!!
I tried re-installing the whole thing with different inventories, I tried different versions of java, and different versions of c++ compilers but all didn't work, the installation directories has multiple wrong soft links refering to the mentioned Bad Oracle Home that doesn't exist at all, I could not find any error in the installation log, I tried to create a new stage area but still no luck, can anybody help me with this please ??
