"Error: failed to download certificate from" when installing agent

Getting the following error when trying to deploy and agent to a Solaris 11 sparc host:

This is not Solaris 11.2 or greater

Checking to see if this is an upgrade to an existing Agent Controller

No existing Agent Controller found.

Installing the IPS Agent Controller

Error: failed to download certificate from 10.160.32.196

Background: This is a brand new install of Opscenter 12c u4. We have used Opscenter before with mixed results but are giving it another go here. I have other Solaris 10 and one successful Solaris 11 install completed. The one that did work is Solaris 11.0 not 11.1.
