Dispactch Quotes

Hi users
We are trying to send quotes to suppliers  through  Dispatch Quotes and when we run the process no e mail is send.

the customer want to send the attached file that the process create and then they upload the file receive from the customer
through Load Responses process.

we want send the email and then see the format of the file.

here is an attached document to see if you can help me.
