Encumbrance journals

 Hi,

We recently upgraded to 12.1.3 from 11.5.10.2

Users are trying to reverse an manually created encumbrance journal into a closed period and system throws an error as the period is closed. But if we create a new manual encumbrance journal into the same closed period it posts without any error.

Why does the system is behaving inconsistently for both the above scenarios?
