HOW TO RESTRICT CERTAIN NATURAL ACCOUNTS FROM MANUAL JOURNAL ENTRY ONLY FOR SPECIFIC RESPSONBILITIES

I am trying to restrict the use of our Intercompany Accounts (10601, 10603, 21301, and 21303) to the system (Intercompany Balancing API), and a few authorized users to make necessary adjustments at month end close.

First, we tried to use control accounts; however, it was restricting all GL Responsibilities from manually using those accounts.

We want one or two GL responsibilites to still access/use those accounts for manual adjustments.

Second, we tried to use segment security rules; however, the system would generate an "Error-16: Cannot create Intercompany Balancing" because the responsibility was restricted from accessing the intercompany accounts all together.

Is there a way to accomplish this requirement through Forms Personalization?
