Closed periods for cost budgets and opened periods for revenue budgets

 I have created a project with trans duration: July first 2013 to July first 2014. When I entered the cost budget, 2014 periods are closed but for revenue budget are opened. In PA periods and account periods, I have periods to 2018 that are shown.
I need to enter budgets for 2014 periods.

What can I do?
