Can't fully cancel invoice containing system calculated tax line

We had an invoice with system calculated VAT tax that needed to be cancelled.  When we went to cancel the invoice, it allowed us to cancel the non-system calculated tax line, but the tax line will not cancel.  We're receiving the error 'APP-SQLAP-10234: This invoice cannot be fully cancelled because it has an accounting hold.  Please either correct the errors that caused the hold then cancel the invoice, or manually release the hold so the cancellation process will automatically complete.'

We are not able to manually release the hold.  We get the message 'APP-SQLAP-10009: You cannot manually release this type of hold. Correct the condition that caused the hold and resubmit Validation.'
