REP-3000: Internal error starting Oracle Toolkit

Hi All
we are in 12.1.3 on AIX machine, when I have run the  "Active user "'conn request we got this error.

Please help me to slove this issue.

 echo $DISPLAY   ----   mom9tuvorc006:0.0
