how to upgrade 11i supplier with Country null

When upgrade from 11.5.9 to 12.1.3 , any pre-upgrade steps should update blank "country" in Supplier Address before R12 upgrade.
as country in 11i supplier address is optional, but it's mandatory in R12.
However, some supplier address in 11 did not fill in country code , so what's the behavior when those data upgrade to R12.
Should we update blank country for those supplier address in 11i before upgrade to R12.
