discrepancy between FND_FLEX_VALUES and FND_FLEX_VALUES_TL

Hi,

could not find AOL forum hence inserting here in GL.

There is a discrepancy caused between  FND_FLEX_VALUES and FND_FLEX_VALUES_TL

Some values are available under FND_FLEX_VALUES table but does not exists under FND_FLEX_VALUES_TL.

what could have caused this discrepancy? anyone come across this issue?

could not add those values available FND_FLEX_VALUES again ; the error flashed "value is already in use for this value set. please enter a unique,,,,,"

could not query that value to update since record is not available under FND_FLEX_VALUES_TL cause the equi join on these 2 tables is restricting it.
