Box 20 showing '00' instead of School District codes for PA & OH

Good morning,

Last year our Box 20 showed up properly, this year they are not.  Box 20 shows '00' instead of the proper school district code.  I looked in F06136A and F06136B and there is data present for the employees and SCDC has values.  I cannot think of what else I am missing for the records.  Can anyone point me in the right direction?
