R12.1.3 : Patch 16982194 fails on csm5stpi.sql with ORA-04021

Patch 16982194 fails on csm5stpi.sql with ORA-04021

1= we are applying  a merged patch containing the patch above as well as other patches (15 others):

After 20-30 minutes I get a worker errror on worker 1. I checked the lworker log, and found the script it failed on:  csm5stpi.sql.
