Ops Center 12cR1 U4: unable to reach Knowledge Base services from Ops Center

Hi all,
I have completed the steps described in doc 1525747.1 to diagnose KB connection problems but Ops Center still says "Knowledge Base Service - Not Connected" . This has always worked, and I have not done any configuration changes which could stop this from working. Also,
OCDoctor --check-connectivity is fine. Is this a known problem ?
