local web client on fat client

 Hi. I am on E9.1. I am a developer.  I corrupted my local web client on my development PC.  My PC was re-imaged. I installed the 32 bit client and then DB software and full DV package.  When I try to use the local web client, it says that it can't find the web server. I can't find jdbj.ini and jas.ini on my PC.  However when I go to the deployment server to install it, it says that it's already installed. See install log.
Am I missing something on my re-imaged PC?
