Automate PO Generation for requisitons under certain value.

Is there a way to automatically generate a PO from an approved non catalogue iProcurement requisition where system items are not used and CPA or BPA does not exist. Can the Create Documents workflow be used to achieve this for PO value of under £1000 for example.
