Need assistance with determining the right results for PA PSD records in the F06136B for the W2.

I've reviewed as many docs as I can find and am still unclear on what the right results should ultimately be in the F06136B for the W2. 

The scenario I am working with is:

  • Employees with the same Tax Area Res and Tax Area Work 390711930 in the Employee Master and no School District (it's understood that this is incorrect setup for go-forward in 2014.)

  • 1 M record in the F06136 for 390711930 for the entire 2013 year with supporting details in the F06166

  • 1 M record in the F06136B beginning June 28, 2013 when Vertex was upgraded with supporting details in the F06166B

  • The F06166B records are all R records - there are no W records
