OEM12C - why would patching recommendations be missing recommendations found in MySupport?

 Hi,  Trying to determine why a number of Exadata BP recommendations correctly show up in Patching recommendations in MOS but are missing/not showing in our Grid 12C screen. 
Is Grid12c only showing recommendations for 1 CSI? The harvester is running and not showing any problems. Its like the targets in GC are not matching with those in MOS? 
The MOS targets are being created by the harvester - or at least I thought that is how it works.

I have check a bunch of notes and documents but not really able to track how this all works.
