9.3.1.3 Client Windows Installer - Errors when trying to uninstall previous versions

Trying to install the above and as part of the installation process it tries to uninstall previous versions.  See attachments for the errors we are getting.

Not sure if this is impacting the actual install of the current version, but I know we are having difficulties getting it to work on this user's PC.

Did some googling and it seems like its a common issue, even with more current offerings (11.1.x).

At a mimimum I would like to clear up these errors and see if that gets us further along in the installation process.

This installation is being done on a Windows 7 machine with Excel 2010.
