How to Stop / Prevent Deletion of Stock Locator when Quantity On Hand is Not ZERO

Hi,

Product is R12.1.3.

It is observed that user can delete a Stock Locator when QTY is available in that Locator. How to protect deletion of such Locators.

Though 'Warning: On-Hand quantity exists for this Item' message is displayed but the user ignoring the message deletes the Locators. Actually, user's intenstion is to update / replace Locator, without knowing effect of this activity.

How is that controlled? Is there some Profile Option or Constraint to be enabled?
