OUI-10133:Invalid staging area (Stuck for days, please help)

 Hi Everyone,
I have been installing SIA 8.1.1.0 Enterprise server and getting the error: OUI-10133:Invalid staging area. There are no top level components for Windows NT, Windows 2000 available for installation in this staging area. Following are the system details:

OS: Windows Server 2003 R2
Database Server: MS SQL 2000
Siebel Installable: Patch: 7607543 - 8.1.1 21111 SIA  Base OUI 

I have read almost all the post on internet regarding the solution but couldn't solve it. Below is the log entry:
