Automated Patching

We run Oracle Enterprise Manager (OEM) managing over 700+ instance/databases.  We do not have the Patching Deployment - Lifecycle Management pack to automate patching with OEM.  We are interested in applying Patch Set Updates (PSU) on a monthly basis.  Without the automated patching feature of OEM we have to manually apply PSU's via opatch to each instance/database which is extremely resource intensive to do with over 700 instance/databases to patch.

Has anyone developed any method of automating the patching of databases without using OEM?  Something like a script that would run everytime a server is booted to see if a patch has been downloaded and apply that patch during the server reboot before bringing up the database?  We have implemented scripting to shutdown/startup Oracle instances/listeners during server reboots and were thinking that something like that could be written to apply patchs during the reboot process.
